{"id":40415,"date":"2026-05-12T15:56:28","date_gmt":"2026-05-12T15:56:28","guid":{"rendered":"https:\/\/www.vosa.tv\/eng\/?p=40415"},"modified":"2026-05-12T15:56:28","modified_gmt":"2026-05-12T15:56:28","slug":"master-agreements-used-for-billions-in-spending-with-little-transparency","status":"publish","type":"post","link":"https:\/\/www.vosa.tv\/eng\/archives\/40415","title":{"rendered":"\u2018Master Agreements\u2019 used for billions in spending with little transparency"},"content":{"rendered":"<p><strong>NEWYORK: Comptroller Mark Levine issued a new report examining the effectiveness and transparency of \u201cMaster Agreements\u201d deployed over the last four years to swiftly\u00a0purchase\u00a0goods and services.\u00a0<\/strong><\/p>\n<p>Agencies employ \u201cMaster Agreements\u201d when there is\u00a0an anticipated\u00a0need in the future, but\u00a0don\u2019t\u00a0yet know how much or how often\u00a0they\u2019ll\u00a0need to make purchases.<\/p>\n<p>The findings illustrate a greater need to reform New York City\u2019s \u201cMaster Agreements,\u201d which have been found to often stretch past their estimated values.<\/p>\n<p>\u201cNew Yorkers must be able to trust that government is on their side, wisely spending tax dollars and delivering services quickly and effectively. The City\u2019s ability to make vital purchases faster should not come at the cost of transparency for how taxpayer dollars are being spent,\u201d said\u00a0New York City Comptroller Mark Levine.<\/p>\n<p>\u201cWithout a clear record of what the\u00a0City\u00a0is buying, waste flourishes. We are hard at work to restore New Yorkers trust in government while fighting to\u00a0have a clear,\u00a0accurate\u00a0accounting of our spending at a moment of budget strain.\u201d<\/p>\n<p>\u201cMaster Agreements\u201d allow agencies to have an \u201con-call\u201d relationship with awarded vendors under pre-arranged contractual terms, allowing them to speed up what is otherwise a lengthy procurement process.<\/p>\n<p>Once \u201cMaster Agreements\u201d are\u00a0established, actual purchases are made via Delivery Orders, but the systems tracking those records often lack key details such as the quantity of units\u00a0purchased.<\/p>\n<p>The Comptroller\u2019s Office offered four key recommendations to balance transparency with the nimbleness\u00a0required\u00a0for Master Agreement transactions including develop a centralized system for managing all \u2018Master Agreement\u2019 purchases, combined effort on Data Transparency, better estimations for \u2018Master Agreement\u2019 needs and identify\u00a0cost savings opportunities.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>NEWYORK: Comptroller Mark Levine issued a new report examining the effectiveness and transparency of \u201cMaster Agreements\u201d deployed over the last four years to swiftly\u00a0purchase\u00a0goods and services.\u00a0 Agencies employ \u201cMaster Agreements\u201d when there is\u00a0an anticipated\u00a0need in the future, but\u00a0don\u2019t\u00a0yet know how much or how often\u00a0they\u2019ll\u00a0need to make purchases.
