text-decoration-color: initial; word-spacing: 0px;\"><span style=\"font-family: 'Arial','sans-serif'; color: #2a2a2a;\">Tests on Garbuz\u2019s son a 20-year-old undergrad at Yeshiva University\u2019s\u00a0Washington Heights campus his 14-year-old daughter and his wife, Adina, all came back positive, Cuomo revealed Wednesday.<\/span><\/p>\n<p style=\"margin: 0in; text-decoration-color: initial; word-spacing: 0px;\"><span style=\"font-family: 'Arial','sans-serif'; color: #2a2a2a;\">Garbuz,\u00a0who was underlying respiratory infection, hospitalized at NewYork-Presbyterian\/Columbia Medical Center in stable condition, while the others are well enough to stay home, albeit under quarantine, Cuomo said.<\/span><\/p>\n<p style=\"margin: 0in; margin-bottom: .0001pt; background: white; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: start; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px;\"><span style=\"font-family: 'Arial','sans-serif'; color: #2a2a2a;\">The city and state have separate laws governing the quarantining of people with transmittable diseases and the isolation of those who exposed, according to an official Public Health Legal Manual published in 2011. There are no rules governing voluntary compliance, which the manual calls the chosen method of keeping people from infecting others. But if people refuse to follow directions, the city health commissioner authority to order them restricted for up to five days with no restriction on where and without a court order, the manual says.<\/span><\/p>\n<p style=\"margin: 0in; margin-bottom: .0001pt; background: white; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: start; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px;\"><span style=\"font-family: 'Arial','sans-serif'; color: #2a2a2a;\">Outside the city, that decision falls to local boards of health.<\/span><\/p>\n<p style=\"margin: 0in; margin-bottom: .0001pt; background: white; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: start; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px;\"><span style=\"font-family: 'Arial','sans-serif'; color: #2a2a2a;\">Breaking involuntary confinement can result in fines of between $200 and $2,000 per day in the city and up to $2,000 per incident elsewhere.
